ECA Reviews First-Half Performance: Non-Resource Export Support Exceeds 418 Billion Tenge
JSC "Export Insurance Agency of Kazakhstan" (ECA, a subsidiary of JSC "NIH "Baiterek") has reviewed its performance for the first half of the year. The total volume of support provided to domestic exporters in the manufacturing sector reached 418.5 billion tenge, of which 55.3 billion tenge was allocated to pre-export and trade financing. These figures demonstrate steady growth compared to the same period last year, when support totaled 332.7 billion tenge (including 43 billion tenge for pre-export and trade financing).
During the first six months of this year, 69 domestic non-resource enterprises received support from the ECA. The Agency places a special focus on the development of small and medium-sized enterprises (SMEs), which accounted for 61% of the total number of supported projects. Meanwhile, the company's client base continues to actively expand.
The Agency emphasizes that the key priority for the ECA remains the diversification of the national economy. The current project portfolio is formed specifically around the principles of expanding production capacities and strengthening the country's export potential.
The direct economic effect of the support provided by the ECA for the half-year (according to operational data) is estimated at 392 billion tenge. By stimulating exports in the manufacturing sector, we help domestic enterprises increase capacity, create new jobs, and implement international quality standards. Every supported project is a contribution to the transition from a resource-based model to high-tech exports," the Agency noted.

Demand for the ECA's instruments continues to grow. Exporters most frequently utilize short-term accounts receivable insurance, which protects domestic enterprises against non-payment by foreign buyers. High demand from businesses was also observed for pre-export financing, which helps secure funds for product manufacturing, as well as loan insurance. In addition, instruments such as letter of credit insurance, export trade financing, transaction insurance with the Development Bank of Kazakhstan, and export credit insurance played a vital role in supporting exports.
Regional and Product Breakdown
The geography of export activity traditionally shows a high concentration in the country's industrial regions. Karaganda region leads the top three in terms of support volume, followed by the East Kazakhstan region and the Abai region.

Based on the results of the first half-year, the main export destinations for Kazakhstani producers remain Uzbekistan, Russia, Tajikistan, and Kyrgyzstan. Exports were also supported to countries such as the UAE, China, Germany, Azerbaijan, Belarus, Croatia, and Mongolia.
The Agency's portfolio is regularly updated with new brands entering foreign markets. A case study of the effective use of support instruments is the food industry enterprise "Serop" from Almaty. By insuring short-term accounts receivable, the company was able to fully protect itself against the risks of non-payment by foreign partners. This allowed the domestic producer to confidently enter external markets and expand the geography of its fruit and vegetable supplies.
The Export Insurance Agency of Kazakhstan continues to increase its business support volumes, consistently transforming the digital export environment and increasing its technological efficiency, transparency, and convenience for manufacturers.

Today, the Agency offers two digital platforms:

For domestic exporters — "Exporter's Personal Account": A fully online service featuring convenient, real-time application tracking. Around 120 applications were successfully processed through it in the first half of the year.

For foreign buyers — "Exporters' Showcase": An interactive showroom of Made in Kazakhstan products. Buyers can quickly find verified suppliers and contact them directly. As of July 1, 135 companies and more than 420 products are featured on the platform.
JSC "Export Insurance Agency of Kazakhstan" (part of the structure of JSC "NIH "Baiterek") is a national development institute for the promotion and advancement of non-resource exports.
The Agency provides manufacturing enterprises, second-tier banks, and other financial institutions with insurance protection against commercial and political risks, ensuring transaction security at all stages of the export cycle.
Unlike banks, the Agency does not finance exporters' projects directly: it does not allocate state funds for the purchase of equipment, raw materials, or components.
The ECA's mission is to stimulate the growth of non-resource exports in priority sectors of the economy by providing effective financial, insurance, and non-financial support instruments to Kazakhstani manufacturers.
