ECA Participated in the International Conference ProForum Central Asia

The Export Credit Agency of Kazakhstan JSC (a subsidiary of Baiterek National Managing Holding JSC) took part in the International Conference ProForum Central Asia 2026. The event focused on key issues related to the development of the construction industry, enhancing investment attractiveness, and ensuring the sustainable development of the region.

The forum brought together leading representatives of the construction, paint and coatings, and finishing materials industries from Central Asia. The event was organized by the Alina Group of Companies, a long-standing partner of ECA.

As part of the business program, Almas Kalkayev, Director of ECA’s Representative Office in Almaty, spoke about government support measures available to domestic exporters, including producers of construction and finishing materials.

The speaker emphasized that one of ECA’s priorities is supporting enterprises that manufacture products with high added value. By the end of last year, the Agency’s insurance support for the construction sector amounted to KZT 3.8 billion. Kazakhstani products were exported to the markets of Russia, Uzbekistan, Tajikistan, Kyrgyzstan, and other countries.

Particular attention during the presentation was given to the most востребованные financial instruments.

“The construction industry demonstrates strong annual growth. High demand for Kazakhstani goods confirms their competitiveness and marketability. However, every export contract involves certain risks. In this regard, ECA supports manufacturers by enabling them to ship goods on deferred payment terms. In addition, we are actively expanding pre-export financing mechanisms, allowing enterprises to increase production volumes and strengthen their export potential,” noted Almas Kalkayev.

A separate part of the presentation was dedicated to the Agency’s digital ecosystem. To date, the “Exporter’s Personal Account” is fully operational, allowing users to apply for the required services online in real time and within the shortest possible timeframes. The platform is integrated with the Bgov system, ensuring access to the services of Baiterek Holding group companies through a “one-stop-shop” principle.

In addition, the “Exporters Showcase” was launched this year — a digital resource aimed at promoting “Made in Kazakhstan” products in global markets. The platform serves as a detailed catalog designed for foreign buyers. Its assortment is structured across key sectors, including light industry, food and chemical industries, agro-industrial complex, metallurgy, mechanical engineering, and construction materials.

It is worth noting that the Export Credit Agency of Kazakhstan implements state policy to support non-commodity exports in line with the economic diversification priorities defined by the Government and the country’s strategic documents. ECA support is available to all sectors of the manufacturing industry. Currently, the Agency offers more than 20 financial and insurance instruments tailored to the needs of domestic producers and the requirements of foreign markets.
