At the Export Credit Agency of Kazakhstan, the draft of the new Constitution was discussed

The Chairman of the Management Board of Export Credit Agency of Kazakhstan JSC, Allen Chaizhunusov, held a meeting with the Agency’s staff dedicated to explaining the key provisions of the draft of the new Constitution of the Republic of Kazakhstan.

During the meeting, it was noted that the upcoming national referendum scheduled for March 15 represents a pivotal stage in the implementation of the political modernization program. The draft Basic Law, published in the media on February 12, is aimed at a qualitative transformation of the country’s state and legal architecture.

In his address, Allen Chaizhunusov emphasized that the presented draft is the result of thorough and carefully considered work focused on improving the foundations of state functioning while preserving institutional stability.

“The renewal of the Basic Law establishes a fundamentally new institutional framework necessary for modernizing the system of public administration and strengthening legal sovereignty. For the ECA, this means creating a predictable environment for the implementation of long-term projects, developing modern financial and insurance instruments, and attracting strategic investments into priority sectors of the economy,” the Chairman summarized.

Participants were provided with detailed explanations of the key constitutional amendments, including:

  • Transformation of the representative system of power: transition to a unicameral Parliament – the Kurultai;
  • Strengthening institutions of direct dialogue: establishment of the Halyk Kenesi as a nationwide dialogue platform;
  • Improvement of the executive branch system: introduction of the institution of the Vice President of the Republic of Kazakhstan;
  • Human rights framework: enshrining constitutional guarantees for the protection of human rights in the digital environment and strengthening the role of the legal profession.

Special attention was given to the inclusive nature of the drafting process. As part of the public discussion conducted via digital platforms, approximately 10,000 proposals from citizens were reviewed, and the Commission’s work was carried out with maximum transparency.

At the conclusion of the meeting, Allen Chaizhunusov answered employees’ questions and emphasized the importance of active participation in the upcoming referendum as an act of civic responsibility for the country’s future.
