State Support Measures for Exporters Discussed in Pavlodar
A Regional Export Council meeting dedicated to state support instruments for domestic exporters was held at the Chamber of Entrepreneurs of the Pavlodar Region. The event brought together representatives of the Export Credit Agency of Kazakhstan (ECA), the Development Bank of Kazakhstan, and the QazTrade Center for Trade Policy Development.
During the meeting, ECA Regional Manager Altyngul Tulegenova presented the business community with current export support mechanisms, including solutions aimed at replenishing working capital. Particular emphasis was placed on instruments designed to protect exporters and financial institutions against the risk of non-payment by foreign counterparties. This approach enables the insurance of export contract portfolios that involve deferred payment terms.
Special attention was also given to digitalization. To date, all interaction processes between the Agency and businesses have been fully transitioned to an electronic format. The operational “Exporter’s Personal Account” provides a complete end-to-end workflow — from submitting an application to signing the contract. The introduction of the digital platform has significantly accelerated request processing, enhanced procedural transparency, and enabled entrepreneurs to monitor the status of their applications in real time.
The effectiveness of these measures is reflected in tangible results. According to last year’s figures, ECA support extended to exporters in the Pavlodar Region totaled approximately KZT 3 billion.
Currently, supported projects in the region span the following sectors:

construction materials manufacturing;

petrochemicals.
It should be noted that ECA support is available to all domestic enterprises producing non-commodity goods and services. To ensure efficient coordination, dedicated Agency managers are assigned to each region, providing tailored advisory support on financial solutions for foreign economic activities.
