Kazakh–German Business Council: New Horizons for Strategic Partnership

Today, the management of Export Credit Agency of Kazakhstan JSC participated in the 16th meeting of the Kazakh–German Business Council.

The event was organized by Baiterek National Managing Holding JSC and brought together representatives of government agencies, industry experts, and members of the business communities from both countries.

The agenda focused on the current state and prospects of bilateral economic cooperation through the development of industrial cooperation and joint trade and investment projects.

Rustam Karagoyshin, Chair of the Management Board of Baiterek NMH emphasized the unique role of Kazakh–German relations in expanding economic and political interactions between Central Asia and Europe.

“Germany, as one of the world’s leading economies, is Kazakhstan’s largest trading partner among EU member states. At the same time, Kazakhstan ranks among Germany’s top 50 foreign trade partners, holding the 43rd position as of 2024. Moreover, Kazakhstan is viewed as a key partner for Germany in Central Asia, accounting for 83% of Germany’s total trade volume with the entire region,” Mr. Karagoyshin said.

Cooperation with Germany is particularly relevant in the context of developing high-tech and sustainable solutions aimed at modernizing the energy sector, advancing digital transformation, and driving innovation in industrial production. In this regard, Baiterek Holding, acting as an institutional bridge, is ready to offer joint financing instruments for the implementation of such projects – ranging from co-investment to guarantee facilities. These areas, where Kazakhstan’s strategic goals align with Germany’s economic interests, present real opportunities for long-term partnership.

Allen Chaizhunusov, Chair of the Management Board of the Export Credit Agency of Kazakhstan, confirmed the Agency’s readiness to support German partners in implementing export-oriented projects in Kazakhstan through its support instruments.

“We are steadily strengthening our international presence, prioritizing the export of high-tech products, and in this regard, Germany is undoubtedly one of our key markets. We have already established strong partnerships with major German financial institutions, including Euler Hermes, KfW, Deutsche Bank, and Helaba. These partnerships open up new opportunities for Kazakh producers, particularly in importing advanced technologies and equipment from Germany to develop Kazakhstan’s export-oriented industries, as well as in creating joint ventures with access to international markets,” Mr. Chaizhunussov noted.

Kazakhstan views Germany as one of its key partners in achieving the country’s strategic priorities, particularly in sectors with high added value and potential for technological collaboration. These include manufacturing, infrastructure, logistics, metallurgy, the chemical industry, and the agro-industrial complex. Among the successfully completed joint projects are the construction of a solar park, cement and machinery plants, the launch of a geological exploration laboratory, and other industrial facilities involving companies such as Linde, Heidelberg Materials, CLAAS, Horsch, WIKA, and Zollman.

During the event, the ECA’s management held negotiations with several leading German companies. As a result, agreements were reached to expand the scope of joint export projects, optimize logistics chains, and strengthen trade and economic cooperation.

Kazakhstan’s efforts to develop economic cooperation with Germany and other European countries reaffirm its growing role as a reliable partner in Central Asia. Strengthening relations with international financial institutions and industrial engineering companies not only contributes to the development of Kazakhstan’s industrial sector but also helps broaden export opportunities and enhance the global competitiveness of domestic products.

For reference: The Kazakh–German Business Council provides practical support for the development of bilateral trade and economic relations, serving as a platform for dialogue and cooperation between businesses in Kazakhstan and Germany. The Business Council was established in July 2010 during the official visit of A. Merkel, German Chancellor, to Kazakhstan.
